Marshall Engineering and Construction has been providing engineering solutions to residential, municipal and industrial clients since 1991 under the leadership of Principal Engineer Dr. Thomas Marshall, P.E.
Since 1991, Marshall Engineering and Construction has worked on hundreds of projects from performing small residential construction projects to leading large multi-million dollar municipal utility capital improvement projects. Dr. Marshall, our principal engineer, earned a bachelor's degree in Food, Agricultural and Biological Engineering from The Ohio State University in Columbus, Ohio and a Master's Degree in Civil Engineering from Loyola Marymount University in Los Angeles, California. Dr. Marshall was one of the first engineers in the USA to be certified as a Professional Environmental Engineer completing a doctoral program and earning a Ph.D. in Environmental Science and Engineering at the Oregon Graduate Institute in the Portland, Oregon metro area.
Dr. Marshall has authored dozens of technical papers and presentations relating to engineering and construction and has also served as a university professor of engineering and construction management in institutions including The Ohio Sate University and California Baptist University.
Our experience includes extensive water and wastewater infrastructure projects including master planning, design, construction, operations, optimization and strategic management consulting with organizations including L.A. County Sanitation Districts, Clean Water Agency of Oregon, as well as municipalities including: Columbus, Ohio, Austin, Texas, Edmonton, Canada, Grande Forks North Dakota, and Detroit Michigan. Our private sector experience includes numerous residential, commercial and industrial projects as well.
Watershed Planning Project - Dr. Marshall served as the project manager for this project which involved preparing a grant application for ODNR 319 funds. The proposal was funded and Dr. Marshall served as the principle investigator along with Dr. Larry Brown of OSU to develop a Watershed Action Plan for the Upper Olentangy Watershed
Sewer Master Plan - Dr. Marshall served as the Project Manager for the preparation of a watershed-based sanitary sewer master plan for the City of Delaware. The project resulted in a 20-year CIP planning tool for the city and identified sanitary sewer projects on a watershed level
Sewer Master Plan - Dr. Marshall was on the project team that developed the City of Columbus watershed based sanitary sewer Master Plan.
Sewer Service Area Planning - Dr. Marshall prepared a 201 Sewer Service Area report for the Ohio EPA to assist in delineating facilities planning areas based on watershed attributes. On-going work had resulted in an agreement between the City of Delaware and the Delaware County Sewer District on facility planning boundaries.
Odor Control Facilities Design - Dr. Marshall was the lead engineer responsible for the odor control facilities upgrades to the Joint Water Pollution Control Facility operated by Los Angeles County Sanitation Districts.
Primary Effluent Pump Station Design - Dr. Marshall was the lead engineer responsible for the primary effluent pump station upgrades to the Joint Water Pollution Control Facility operated by Los Angeles County Sanitation Districts.
Ferric Chloride Addition System Design - Dr. Marshall was the lead engineer responsible for the ferric chloride addition coagulation system upgrade to the Joint Water Pollution Control Facility operated by Los Angeles County Sanitation Districts.
Primary Skimmings Collection Design - Dr. Marshall was the lead engineer responsible for the skimmings collection and pumping system upgrade to the Joint Water Pollution Control Facility operated by Los Angeles County Sanitation Districts.
Sludge Handling System Design - Dr. Marshall was the lead engineer responsible for the sludge handling system upgrade to the Joint Water Pollution Control Facility operated by Los Angeles County Sanitation Districts.
Water Pollution Control Facility Design, - Dr. Marshall was the Project Manager for this $25M upgrade which included an new head works facility, primary sedimentation, Biological Nutrient Removal Activated Sludge process, Odor control facilities and septage receiving facilities for Delaware, OH.
Fixed-film Biological Reactor Design – Dr. Marshall provided process analysis and master planning for the fixed file biological reactors facility for Tri-Cities Utilities, Montgomery County, OH, which included comparing alternative biological treatment technologies and specifications for new fixed filter media.
Wastewater Treatment Plant Upgrade, - Dr. Marshall provided design, start-up and operations services for the Rock Creek WWTP, Rock Creek, OR upgrades totaling $40M including new solids handling facilities, Chemical storage, and biological treatment facilities.
Chlorine Disinfection Facilities - Dr. Marshall was the lead engineer for the planning, design and construction for new disinfection facilities at the Southerly WWTP, Columbus, OH. The project included comparing disinfection alternatives and design and construction of new facilities.
Biosolids Handling System Design - Dr. Marshall was the lead technical engineer on a comprehensive operations review of the Hornsby Bend treatment facility Austin, TX which included operability review and biosolids handling modifications.
Water Treatment Master Planning, - Dr. Marshall provided project management for the Water Treatment Master Plan in Delaware, OH which included source water alternatives analysis and up-ground reservoir design. In addition, several treatment technologies were evaluated and compared.
Elevated Water Storage Tower Design, - Dr. Marshall was the lead engineer for the planning, siting, design and construction of the Southeast Highland elevated water storage tower, Delaware, OH which provided 2 million gallons of storage capacity for a cost of $4M.
Sanitary Sewer Project, Delaware, OH - Dr. Marshall was the project manager for the planning, design and construction of the Southeast Highland Sanitary Sewer Project. This $15M project provided sewer capacity for the entire southeastern section of the City's service area.
UV Disinfection System Design - Dr. Marshall was the lead engineer on the new UV disinfection system at Hillsboro WWTP, Hillsboro, OR.
Secondary Clarifier Design - Dr. Marshall was the lead engineer for the planning, design and construction of the secondary clarifier expansion project which provided additional wet stream capacity for the Southerly WWTP, Columbus, OH.
Process Control Instrumentation Design - Dr. Marshall was the lead engineer for the master planning of the new Grand Forks WWTP facility, Grand Forks, ND, which included stat-of-the-art Foundation Field Buss information technology
Solids Contact Secondary Aeration Process Design - Dr. Marshall was the lead engineer on the solids contact secondary aeration process project for the Hillsboro WWTP, Hillsboro OR.
Management Consulting - Dr. Marshall served as executive coach to the management of the City of Detroit WWTP, Detroit MI, to provide expertise in treatment technology and operations efficiency
Filter-to-Waste Project Management - Dr. Marshall was the project manager for the filter-to-waste water treatment plant project for the Delaware WTP, Delaware OH upgrade project.
Central Sewer Planning - Dr. Marshall provided engineering master planning services to the Grande Ronde Tribal Council, Grande Ronde OR, related to providing central sewer service to the Grande Ronde American Indian community
Water Main Planning and Design - Dr. Marshall was the project manager for the RT. 23 water main extension for Delaware OH. This $2M project provided water service to the entire southeast portion of the City's service area.
Ocean Outfall Design - Dr. Marshall was the project engineer for the White's Point Ocean Outfall project in Los Angeles, CA, which involved working with the beach park authorities and maintaining recreational facilities while performing a major sewer upgrade project.
WWTP Construction Management - Dr. Marshall was responsible for completing the construction management manual for the Fort Wayne WWTP upgrade project in Fort Wayne IN, and also provided operations assistance services to the WWTP staff.
Small Water and Sewer Line Planning and Design - Dr Marshall was the project manager and lead engineer for over 25 small water line and sewer line projects in Delaware OH providing planning, funding, easement acquisition, design, construction, and operations services.
Process Control Design - Dr. Marshall was the lead engineer for process control operability review for the upgrades to the Forest Grove WWTP, Forest Grove OR.
Solids Handling Planning - Dr. Marshall served as alternative sludge disposal technologies advisor. In an Owner's Agent capacity, worked with the team to develop a request for proposal to privatize the solids handling. Butler County, OH.
Composting Process Engineering and Management Evaluation - Dr. Marshall served as composting process engineering advisor to provide recommendations for improvements for the sludge composting facility in Austin, TX. Dr. Marshall conducted a competitive assessment evaluation of technical and non-technical organization and management practices and made recommendation on becoming more efficient and effective.
Energy Management Analysis - Dr. Marshall directed the evaluation of an energy management program for the South Austin Regional WWTP.
Operations Management Evaluation - Dr. Marshall lead the effort to optimize the technical operations, organizational structure and management policies of the South Austin Regional WWTP
Inverted Siphon Design - Dr. Marshall was the project manager for the evaluation and design of triple-barrel inverted siphon interceptor as part of the Southern Delaware County, OH service area expansion effort.
WWTP Immersed Membrane Filtration Project Management - Dr. Marshall was the Project Manager for analyzing the efficiency and effectiveness of immersed membrane technology to enhance plant treatment capacity for the 5.5 mgd facility in Delaware, OH. Immersed membrane technology was evaluated as an alternative to the conventional activated sludge process.
Water Treatment Reverse Osmosis Project Manager – Dr. Marshall was the lead engineer for the feasibility planning project relating to the design of and pilot study for reverse osmosis technology to be groundwater blended with conventionally treated surface water.
Wastewater Treatment Master Planning - Dr. Marshall served as the project manager for the planning of the expansion of Delaware's WWTP from 3 mgd to 40 mgd. Project included process stress testing, performance optimization, stream modeling, siting of new facilities, updating 201 Facilities Planning Area, evaluation of closed landfill site, and TMDL and anti-degradation impacts (BADCT).
Combined Sewer Program Management - developed policies and procedures for
program management practices for the combined sewer improvement program. Fort Wayne, IN
UV Disinfection Research - Dr. Marshall served as the principle investigator for an Electric Power Research Institute (EPRI) funded project involving emerging UV technologies for disinfection. The project involved demonstration and evaluation of UV technologies at the Ft. Wayne WWPC facility Fort Wayne, IN. A state-of-the-art UV system was evaluated by constructing and operating a pilot disinfection system. Results were evaluated and a report prepared and published which included cost comparisons and disinfection alternatives comparisons.
Privatization Management Consulting - Dr. Marshall conducted an operations evaluation of Grand Forks WWTP Facilities, Grand Forks, ND, and assisted the project team in developing an RFP for privatizing the operation of a newly constructed WWTP.
Pulsed UV Disinfection Research – Dr. Marshall served as the principle investigator for an
Electric Power Research Institute (EPRI) project involving pulsed UV technologies for disinfection. Project involved demonstration and evaluation of the technology at the Delaware County Olentangy Environmental Center Delaware County, OH.
Electrotechnology Research – Dr. Marshall served as a consultant to the Electric Power Research Institute evaluating the application of immersed membrane filtration technology to water and wastewater treatment, identifying and coordinating various pilot projects to demonstrate the effectiveness of the immersed membrane technology.
UV Disinfection Study - Dr. Marshall served as the quality assurance manager and workshop facilitator for a disinfection study comparing UV to chlorine processes for the Metropolitan Sewer District of Greater Cincinnati.
Management Consulting – Dr. Marshall performed a competitive assessment for the Montgomery County Sanitary Engineering Department resulting in recommendations relating to increasing the efficiency and reliability of treatment operations.
Air Quality Regulatory Permitting – Dr. Marshall led the effort to coordinate air quality management district regulatory permitting according to the new California requirements which are among the most stringent air pollution monitoring regulations in the World. He developed a process to maintain compliance status for all equipment and unit processes including internal combustion engines, primary clarifiers, at 350-mgd wastewater facility in Los Angeles, CA.
Cooling Tower Design and Construction Management - Dr. Marshall designed an evaporative primary cooling tower system upgrade using four closed loop radiator type heat exchangers in Los Angeles, CA.
Cogeneration Station Instrumentation System Design and Construction Management - Dr. Marshall designed the cogeneration station instrumentation air system including instrument air compressors and receivers in Los Angeles, CA.
Principal Investigator in Environmental Research - Dr. Marshall was the principal investigator for the project entitled “Emerging Electrotechnologies for the Disinfection of Water and Wastewater” funded by the Electric Power Research Institute.
Principal Investigator in Environmental Research - Dr. Marshall was the principal investigator for the project entitled “Long-term Effects of Land Application of Biosolids” funded by Oregon Graduate Center.
Global Climate Change Environmental Researcher – Dr. Marshall served as the primary research scientist on a project entitled “Global Effects of Nitrous Oxide Emissions from Wastewater Treatment” as part of a research global warming and stratospheric ozone research program at the Global Climate Change Center of Oregon Graduate Institute funded by NASA.
Research Project Management – Dr. Marshall has worked on such projects as: In addition, he has managed numerous pilot studies and small-scale research projects, such as plant process optimization studies for biological nutrient removal, advanced primary treatment, solids handling processes, and disinfection. He has also served on many research oversight teams for the Water Environment Federation.
Disinfection Research Study - Dr. Marshall served as the project manager for the alternative disinfection study for the Southerly Wastewater Treatment Plant funded by the City of Columbus, OH. The study evaluated UV, hypochlorite, and gaseous chlorine options.
Bio-toxicity Research – Dr. Marshall developed policies and procedures for Ceriodaphnia dubia effluent toxicity bioassay protocols, funded by the Surveillance Laboratory, Columbus, OH.
Sludge Conveyance Research – Dr. Marshall led a project team to develop strategies to integrate the use of screw conveyors and conveyor belts to optimize sludge conveyance, funded by the City of Columbus, OH.
Nitrification Inhibition Research – Dr, Marshall was the lead researcher in a study entitled “The Measurement of Nitrifying Bacteria Inhibition by Oxygen Uptake” funded by the Surveillance Laboratory of Columbus, OH. The research quantified nitrification inhibition potential of industrial wastewater samples using a culture of pure nitrifiers and oxygen uptake rate analyses.
Operations Training – Dr. Marshall serves as a training provider for the Operator Training Committee of Ohio and has developed many operations process training programs.
Odor Research – Served as principal investigator conducting research to utilize zeolite as centrifuge sludge cake odor control amendment. Developed and executed odor flux emission equipment and methodology to monitor odor potential at 1,300 ton/day sludge plant; also developed zeolite slurry injection concept & conducted research to evaluate odor control potential, funded by Los Angeles, CA.
Pneumatic System Engineering – Dr. Marshall was the project manager for the JWPCP plant air piping upgrade project, Los Angeles, CA.
HVAC System Design - Dr. Marshall was the project manager for the JWPCP building ventilation upgrade project, Los Angeles, CA.
Anaerobic Mesophilic Digester Design – Dr. Marshall was the senior member of the design review team and responsible for the successful a new anaerobic mesophilic digester complex at the Rock Creek Advanced Wastewater Treatment Plant, Hillsboro, OR.
Sludge Dewatering Process Design - Dr. Marshall was the senior member of the design review team responsible for commissioning the new belt filter press dewatering complex at the Rock Creek Advanced Wastewater Treatment Plant, Hillsboro, OR. This facility has one of the first large, vertical screw convey systems in the world.
Sludge Conveyor Belt System Engineering – Dr. Marshall served as the operations engineer for the JWPCP in Carson CA, California and was responsible for optimizing and troubleshooting one of the world’s largest, most complex sludge conveyor belt systems. The system conveys up to 3000 dry tons per day of sludge to and from large live-bottom storage silos.
Centrate Dewatering Research – Dr. Marshall developed engineering and operational strategies to remove solids from centrifuge centrate and conducted research to determine appropriate dose of FeCl2 to improve centrate solids separation. Project included design of a 6,000 gallon FeCl2 addition system including concrete containment structures for the JWPCP in Los Angeles, CA
Steam System Design – Dr. Marshall designed and constructed low and high pressure steam conveyance system to provide steam for anaerobic digester heating and skimmings line
cleaning, including design and installation of condensate traps and looping strategies.
